Going up through this part of the level, you'll see a gap in the building with four blocks. Bust them open and enter the door that they reveal.

There's a bomb block here, but you have to be fast when you hit it! Get to the other side before the wall closes up and then enter the door.

The door leads to a room that has the switch.
